Concacaf Successfully Holds 40th Ordinary Congress in Saint Lucia

Cap Estate, Saint Lucia – Concacaf’s 40th Ordinary Congress took place at the Royalton Hotel in Cap Estate, Saint Lucia, bringing together Presidents, delegates from all 41 Concacaf Member Associations, Concacaf Council members, and notable figures from the global football community.

The event was led by Concacaf President and FIFA Vice President, Victor Montagliani, with support from Concacaf General Secretary Philippe Moggio. Distinguished guests included FIFA President Gianni Infantino, CONMEBOL President and FIFA Vice President Alejandro Dominguez, Prime Minister of Saint Lucia, the Right Honourable Philip J. Pierre, and the Honourable Kenson Casimir, Minister of Sports of Saint Lucia.

During his opening remarks, President Montagliani expressed his gratitude to the President of the Saint Lucia Football Association, Lyndon Cooper, for his warm hospitality and recognized the hard work of the 41 Member Associations that have significantly contributed to the growth of football in the region. Montagliani reflected on Concacaf’s impressive progress both on and off the field, highlighting achievements that have set the stage for even greater success in the future.

“I am incredibly proud of how we’ve come together as a football family to elevate the game across the region. The ‘One Concacaf’ vision continues to strengthen our Confederation and create new opportunities for our Member Associations,” said Montagliani. “From launching initiatives like the Nations League to advancing women’s football and introducing new development programs, our collective effort has truly transformed football in this region.”

He also emphasized the importance of looking ahead to 2026, with a special focus on building a lasting legacy through top-tier competitions and growing the game at every level. Montagliani concluded, “The work we do now will shape football for future generations, and I am confident that together, we will continue to build a more united and successful football family.”

A key part of the Congress was the approval of Concacaf’s 2025 budget by the Member Associations. Elections were also held for several positions within FIFA and the Concacaf Council:

FIFA COUNCIL

  • Member (North America): Cindy Parlow Cone (USA) – elected (unopposed)
  • Member (Caribbean): Randy Harris (Barbados) – elected (unopposed)
  • Member (Female): Sonia Fulford (Turks and Caicos Islands) – reelected (unopposed)

CONCACAF COUNCIL

  • Vice President (Central America): Sergio Chuc (Belize) – reelected (unopposed)
  • Member (North America): Mikel Arriola (Mexico) – elected (unopposed)
  • Member (Caribbean): Maurice Victoire (Martinique) – reelected

In his closing address, President Montagliani extended his heartfelt thanks to outgoing FIFA and Concacaf Council members, Luis Hernandez from Cuba and Yon de Luisa from Mexico, for their exceptional contributions to the development of football in the region.

The 40th Concacaf Ordinary Congress occurred just days before the highly anticipated Concacaf Nations League Celebration Week, set to take place in the Greater Los Angeles area. The week will feature a Business of Soccer Conference, bringing together major stakeholders in North American football. This will be followed by the Nations League Semifinals at SoFi Stadium on March 20, where the USA will face Panama and Canada will take on Mexico. The Third-Place Match and Final will determine the fourth Concacaf Nations League Champion on March 23.

In addition to the intense football action, the event will celebrate music and culture. Superstar Will Smith will perform during the pre-match show before the Final, while Latin music sensation Yuridia will entertain fans at YouTube Theater on Friday.

The 40th Concacaf Ordinary Congress in Saint Lucia marks another important chapter in the Confederation’s ongoing efforts to elevate football in the region and beyond.
